David Colby, CPP  - Government Liaison Officer

  David is the Lead Payroll Specialist for the RAND Corporation.  RAND Corporation is a non-profit institution that addresses the challenges facing the public and private sectors around the world for nearly 60 years.  Located in Santa Monica with offices in Washington DC, Pittsburgh, New Orleans, Jackson MS, Cambridge UK and Doha Qatar, RAND has a staff of over 1600 employees.

 Prior to RAND, David has had over 10 years of payroll experience with property management, entertainment, household, law, beauty salons, PEO’s and interstate payrolls. 

 David attained his Certified Payroll Professional (CPP) designation during the Fall 2005 exam administration.
